More or less, but still need the "who/what/when" for the point. So far, you've provided half of the "what" (Wrigley Motor Truck) and a vague description of the "who" (some race car mechanics). Locked for you to identify: 1) the race car mechanics responsible; 2) what is shown in the photo (other than just a Wrigley truck); and 3) approximately when this creation occurred.

It was. The addition of the rear tires and subsequent photograph were done for laughs. (I have digitally removed the crew of mechanics posing in the background.) The photograph was published in racing magazines back in the day and today appears on a number of automotive websites.
