I'm not entirely sure I understand the question? This was built as an exhibition piece, yes.

I guess it has no windows, because you don't sit in the car, but on top of it.  ;)

Wendax is on the right track, the design purpose of this car is to sit on it! So that is the purpose, now what is the name of the car?

I don't know the exact base car, just manufacturer, so it's possible that kart wheels were used but I cannot say with certainty I'm afraid.
