It's a Standard Ensign prototype made in India in 1984.
I believe it was based on the Chrysler/Talbot Horizon.

Yes, that's the one; a revival of the Standard Ensign name in a one-off prototype created by the Indian Standard in the early 1980s, clearly inspired by the contemporary Chrysler/Talbot Horizon, but not based on the car as it used a modified, rear-wheel-drive Triumph Herald platform from the Gazelle model Standard India produced until the late 1970s. This was planned as a potential Gazelle replacement which didn't progress beyond this one example.
