It's the A.P.M. built in Porto, Portugal, by Antonio Pereira Machado and based on a Fiat chassis, I suppose 508C.

Correct! Just to complete the answer, can you provide the year? Locked of course.

I've just the base car year, 1937, but this car has been surely built after the war...some parts come from other cars, ad Austin A40, that are from the fifties.

Yes, all my sources say 1937 too, but I had trouble believing that date as the design of the body looks far too modern for that time. I trust your judgement. The point is yours!

Could it be that the base car, the Fiat 508C[?], dates from 1937 and the body and conversion from
 postwar?

Yes, I think that must be correct, but I haven't been able to find any source that gives an accurate date for the bodywork.

Circumstantial evidence:  The car's colours are obviously inspired by Noddy's car and Noddy didn't appear on the scene until after World War 2.  Does that clinch it?   ;)
