For one point, specify the year, name, and builder of this cute coupe.

(After some research, I discovered that the word "coupe" may not entirely apply to this vehicle.)

Part of the body is from Europe, but not from France.

This car was created in the U.S.A., using parts from several different vehicle brands.

Well spotted!  The hood louvers shown in the puzzle image are from a 1937 Graham-Paige

LOCKED for luisps

It is in fact, the 1939 H-D Prototype, currently at LeMay Marymount.

To finish earning your point, name the man who built this car.

And the point goes to luisps for the complete answer.  The original image of the puzzle image, includes a lot of text about what parts were used to create this car.

It must have been quite a car, with a flathead V8 in a Fiat 508C body.
