Possibly a Wartburg licence-built Decauville.

The Schmekel brothers about to sadly leave the Golf-und-Land club Koln after being told to get off the golf course because their advanced cart was making huge grooves on the fairways. Also, the dog not allowed and they'd failed to 'pick up' after him.

Are you sure that it is not an 1899 Wartburg? It certainly looks like one (bodywork, engine placement, etc.). As far as I know, Heinrich Ehrhardt had the solitary license to build the Decauville Voiturelle in Germany.

So, is it a German non-licensed Decauville copy?

It is an experimental car from a company which later built a few cars, but its main business was something else
