De Dion Bouton. The four-seater rear entry bodywork  would suggest a model J of 1902 or 3.
The more I consider the nature of speed, the more mysterious I find it.

It's not a de Dion. although to be honest there were an awfuil lot of makes with alligator bonnets in those days. This one is very limited production.

Yes. One more point to you.

Malicet et Blin only made a few cars - they mostly manufactured engines and other parts to supply to other car makers.

Yes, I remember when we did the VCC Dating on that car we had a long debate about whether M & B ever produced cars in their own name. Nick Georgano, in the Beaulieu Encyclopaedia, gives them an entry but only refers to the two cars which were in the VCC list - this one and an unDated 1897 vis-a-vis.
Opinionated but sometimes wrong

I did wonder whether it was considered a Malicet et Blin simply because that name was stamped on some components. I don't suppose we'll ever know. I pity VCC scrutineers - there's nobody still alive who can provide testimony.
