There are bits from a VW 411, but the chassis is not from that model

VW 'Marzal' by Eugene Frommelt, from 1972. Based on a VW 1600 Type 3 chassis, it's a loose (very loose!) replica of the Lamborghini Marzal

I had it lined up as a puzzle, too. The builder named it "Frommelt GT" and his first name is Eugen, not Eugene. Here are some more pictures:
