I know that it is the 1936 Bentley Derby V12 Special with a 7 litre Rolls Royce Engine but am yet to find out who built it.

It was built by Rob Burrell.

And you win another point! It is referred to in most sites as Bentley-Royce V12 Supercharged Special. It's not the first Bentley-Royce (Bentley chassis with RR engine) Burrell has built.
"Built by Rob Burrell as the ultimate Bentley special with an 8 litre, V12 Rolls-Royce Phantom III supercharged engine at its heart. The chassis is from a 1936 Derby Bentley and with the engine hailing from 1936 making this car highly eligible for VSCC, BDC and many other historic events."
