It looks like a combination of wheelhub motors and an internal combustion engine. Is it some kind of hybrid powered?

It looks to me like the LeTourneau Air Tow, built by R.G.LeTourneau, Longview, Texas. It was a four-wheel driven and four-wheel steered diesel-electric tractor with dual direction drive control panels.

Builder: R.G. (Robert Gilmour) LeTourneau (as stated before)
Location: Edgewater Beach Hotel in Chicago on November 17, 1950
It was his first vehicle using the diesel-electric-drive system called Electric Wheel.
