It looks to me like the LeTourneau Air Tow, built by R.G.LeTourneau, Longview, Texas. It was a four-wheel driven and four-wheel steered diesel-electric tractor with dual direction drive control panels.

Builder: R.G. (Robert Gilmour) LeTourneau (as stated before)
Location: Edgewater Beach Hotel in Chicago on November 17, 1950
It was his first vehicle using the diesel-electric-drive system called Electric Wheel.
