Possibly a movie still, but I have not found such a film.  There are many images of this rollover, but they appear to be taken a couple of seconds apart.  Pretty good for photography in the 1930's.

I was looking in the wrong place for the wrong country!

It's Soichiro and Benjiro Honda in their Hamamatsu at Tamagawa Speedway in 1936.

One point awarded to Nicanary for the correct answer.  I understand that Mr. Honda swerved to avoid Mr. Morita's Chevrolet (other car in puzzle image), causing his car to roll.

My sources didn't name the car "The Hamamatsu".  It is likely that is the name for this supercharged 4-cylinder Ford race car. 

The first attached image is claimed to be from 1935, showing The Hamamatsu in front of a shop.  The second photo shows Mr. Honda's car after it rolled.  They could be the same car.
