Just a thought - and maybe to get things moving again - might this be a Les Redmond design/impression/sketch for what eventually became the Spectre ?
On the other hand, the US-style numbers might just provide a clue to something else....

I think I've used every one of Les' designs by now!  Only a very tenuous connection to the US.

Was it drawn as a racing car in a cartoon series?

No. This was an artists impression of a  car which was yet to be made.

So I’ve been doing my typical searching for cars from a while ago and I found an answer for this one. From what I got this is the Chelco III Chevrolet from 1972. Designed by (Argentinian?) Pedro Campo.

Well solved! Yes indeed - the finished article wasn't as wacky as the proposed car, quite possibly because of regulations and maybe also cost.

One more point to you.
