oko94 got it, it's the Drive eO PP01 from Latvia, an electric racer that competed at Pikes Peak in 2013. The bodywork comes from the Danish Aquila CR1 Sports GT. Two years later, the one-megawatt Drive eO PP03 would become the first ever all-electric vehicle to win the Pikes Peak race overall.
