I think it's a Pulsar 931, created by Rob Bicknell.

It is, yes.
What I'm looking for is who builds it rather than its creator,, so the puzzle is locked for you to say.

Hmm ok I haven't found much more info about it but there does seem to be a link to a company called format fabrications. Couldn't decide if they built them or just maintained them but will throw their name in.

Rob Bicknell's R.B.M. Motorsport (Finedon, Northamptonshire) presented the Pulsar 931 in 1993 and the Pulsar 942 in 1994, later sold by Midas Racing Services, Little Staughton, Bedfordshire. In 1998 it passed to Brace Engineering, Hampshire, around 2004 to Pulsar Sportscars, West Sussex and finally to Stuart Taylor Motorsport, Nottingham.
