This is the work of Tony (Antony) Stevens, who helped to design the Rootes Arrow series (Hillman Hunter, etc.), and went on to design the Stevens Cipher sports car, Ladbroke Avon XJ estate conversion, and more recently the Stevens Ze EVcar and van.

Congrats to djetset for a well-earned point, having provided the correct answer.

I started this puzzle with one image from a 1995 magazine article about Tony Stevens.  As it finishes, I have a lot more information about 3 or 4 Serv-Wel vehicles.

Here are 3 images of what is probably an early version of the party.  Rear design is more open, and the name Artec (Art and Technology) appears on the front.  I haven't found a link between Tony Stevens and Artec.

Party is likely powered by Ford Festiva 1100cc 4-cylinder engine, using front-wheel-drive.
