Manufactured in the Rhône-Alpes region of France?  If so, it must be a Diederichs 12 CV by Société des Automobiles Diederichs et Cie, Charpennes, Rhone, France circa 1913.

Based on your answer of "more obscure" to this post. I have been assuming that the puzzle car is quite obscure, and consequently have eliminated certain marques which, in my opinion, were better known.  One of these was the Lyon built La Burie, which may be more obscure to some, but seems less obscure to me.  However, for a time, La Burie produced vehicles under the obscure Berthier marque.  Might the puzzle vehicle be a: Berthier 15 CV circa 1911?

The picture is so distorted there's no chance of recognizing the car, it can only be solved by guessing. Considering the car is so obscure can you not post the undistorted picture?

Since you posted a picture, I'll take it that that the puzzle car is not a Stimula.  If that is true, I'll give it one last try and say the mystery car is a circa 1913 Rousson by Rousson et Chamonix, Feurs, Loire, France
