It's a Slough-built Citroen Light 15 (12?) special built by Charles Deryck Waters around 1948, registered HAD 1. Was featured in The Automobile, February 2005.

Some background information about Deryck Waters:

And some of his patent papers for sale:

Sorry Trommel but it's very important to read the AutoPuzzles rules.
There you will find that links are not allowed in the puzzles sections, for reasons which are obvious if you think about it.

I know the information is extremely interesting and relevant, but the rule is there for a purpose; anyone who wants to find out more can use Google.

Another infringement could induce a ban..

"Rules, Part 2: Posting links that compromise the integrity of other puzzles.

It is incumbent upon the poster of a puzzle to declare an answer correct. Sometimes, members like to post the links to sites where they have found the answer to a puzzle, in an attempt to offer “proof” that their answer is correct. While this may seem harmless, it has also compromised the puzzle sources of many member who cannot afford to purchase expensive volumes of automotive history."

Neither of those sites are in any way related to how I found out about the car - neither do they compromise, influence or indeed give any other information about any other vehicle.

Sorry but posting links is not allowed at all.  Full stop.

Well done Trommel, it is indeed the CDW Citroen Traction special. I still can't find the previous puzzle in so can one of the mods please merge this now?

I remember this car and I remember the Charles Deryck Waters name too, but I can't find it either.
I think it may well have been part of one of woodinsight's compendium puzzles, in which case it isn't strictly speaking a reposted puzzle.

I suggest you just move it to Solved and if at some time in the future it is found it can be merged then.

Thanks Trommel.  I'll merge them.
The problem was searching for the words 'Waters' and 'Citroen' - without the 2 dots over the 'e'!
Searching for 'Waters' only would have found it, as would adding 'Citroen' spelt the French way; why don't I learn?!

It is a learning opportunity.  Before we post new puzzles, we have to search for both Citroen spellings.  (And Horch, and Skoda, and ...)

Is there any American specialty in spelling Horch ???

I was mistaken, in thinking that Horch had a special character for the "o"

Perhaps out of topic: If French, were mudflaps legally required during this era? Asking for research purposes. :)

It's a one-off by C.D. Walters based on a "Traction" Citroên around 1948. I think he was an aircraft engineer.  A beautiful and sophisticated design, and a tragedy that it never saw series production.
