Yes, you have found the right car. Only small adjustments to the answer are necessary:
1) Typ 40 is just an appendix for the basic type of this Horch. Please be so kind and tell me the basic type
2) It is not a TSF, but the basic-fire-engine, every fire station in Austria must have
LOCKED for you

Yes, I took the description from an Udo Paulitz book. The full name is of course Horch 901 Typ 40. If it was classified as the basic fire engine, it should be a KLF (Kleinlöschfahrzeug).
