This vehicle has been puzzled before.  This is a Simca 8 in Kléber-Colombes livery participating in a test of Kléber-Colombes tires by driving on a board of nails in Paris.  There has (so far) been no identification of the coachbuilder that I can find.  Simca 8 production theoretically ended in 1951 and this photo was taken in 1953.  Kléber-Colombes was very active in creating publicity vehicles for the Tour de France and other events during this time.  It's possible that this was a custom body fabricated by a coachbuilder that created the publicity vehicles (some of which were crazy looking). Or it was a kind of prototype hybrid of the later design fenders (or wings, if you prefer) and the older oval grille.

Judging from the different reflectivity next to the headlight, it's possible I guess that the space between the hood (bonnet) and front fenders (wings) may have been filled in with some kind of filler material, although that would seem to be detrimental to underhood ventilation.
