Yes, it is a Talbot Lago Baby. I don't know whether it is a 15 CV or a 17 CV. You're very close to the truth with the year of manufacture. However, the coachbuilder is still missing.

My source says nothing about the exact type designation
(you're closing a gap there), but Worblaufen and 1937 are definitely correct, so that's your next point.
