I know this car! It is the PT40, built by young norwegian Per Thorsrud. The car has a fibreglass body and sits on a 1939 Fiat Topolino chassis. Engine is a Simca 1400.
The puzzle car is not a repost, but is featured by me in the thread "Fiat Topolino fuoriserei wanted" back in 2012.
I don't know if I deserve a puzzle point for this answer as the car already is posted here.
