There is plenty lost in translation, but this is possibly a 1985 Mazda GrS (Group S) prototype.  Front-mid mounted 3-rotor wankel, tube frame, AWD.

(Partly based on a 2nd-gen RX7)

That's exactly what it is, yes.
But it seems to have a name too, if my Japanese-translating computer is correct!

I have found sites including the words "FC3S" and "Skyactiv" when describing this car.  But those are not the actual name.

My computer told me it was the FC3S so that's what we'll call it..!
