In the late 1930s the Weiss Manfred factory which produced small motorcycles with 100 and 125 cc engines had a new, 128 cc engine. It was built into motorcycles and other machines. Among those were a handful of tricycles which were not sold to the public, but were used by the factory.
There are not too many pictures surviving. This photo is part of a collection of 500 images depicting the various products made by WM before the 2nd WW. It belongs to the City Archive of Budapest. For many years it was possible to browse these pictures online, but sadly their latest website doesn't feature a link to that database.
