It's the Car-Ben from 1967, 28 of which were apparently made.
It's difficult to work out what they are referring to in the text but it seems to have a Villiers engine, either 200 cc single cylinder or 350 cc twin.
I'll read it through again to see if it's any clearer!

I know that this vehicle was from Uruguay but I cannot find any photo in a specific Uruguaian website, but only a description: can tou tell me were do you find it? thanks
