No, just a family name (and a Christian name as well).

There are many French names that can be used either as a first name or a last name...
Has this name ever been the first name of a President of France ?

No, but there were several non-French kings and emperors with this name in former centuries. The probably most famous Frenchmen with this family name was a painter.
