It's a Petromilli from 1922.

(I had to look through race results for voiturette and cyclecars around 1921/24 and then cross reference through a search engine - the puzzle photo is from a marque sales brochure).

I meant to add that the car was sold as a CIP, but in race entries it's called a Petromilli. 1075cc 4-cylinder engine, production from 1922-1924.
