I think it is AF Rivers Fletchers's BB, (Buckler Bultaco) although it was often known as the BBS. It dates from about 1963, was 250cc, had some Leslie Bellamy input into the chassis design, and was later re-engine with a 650 Triumph engine.

You're absolutely spot-on. I think it's a re-engineered Buckler kart frame, and would have been built for hillclimb work at a time when kart-based specials were popular for that sort of sport.
