Found it, initialy I believed this to be a Peugeot van, research pointed out that this was prior to Peugeot D3 van. It's a 1941 CHENARD & WALCKER, T60 2 cylinder 2 stroke. Peugeot bought the CHENARD & WALCKER company and developd their vans further.

If I read the Charge Utile article about the Chenard & Walcker van correctly, only the 1940 prototype was called T60, and this 1941 720cc two-cylinder two-stroke engined van was already called Type CHE.
