Looks a bit like a Lombard AL2 to me.
I can only find a photo of the 1927 version which is similar but not the same so perhaps it's 1928.

Eureka!.......it's the Bouriat/Dolfus E.H.P. which took part in the 1926 Le Mans 24hrs.
