Looks like the sort of Ford special the Romanians built for the Monte Carlo Rally.
It's not the 1936 winner, Cristea's car, which at least had a Ford front, nor can it be Cristea's 1937 car which was disqualified for inadequate rear mudguards (this one's are fine!) so I'll guess it was the car driven by Neamtu in 1937.
