Société Parisienne had a patent on this kind of front wheel drive. So is it a licence-built Parisienne?

It's a DeDion engine. I am not sure about the Parisienne connection, though it is possible.

Maybe I'm wrong, but we see the horizontal edges. This is similar to the motor Gaillardet.
At De Dion vertical edges at this point
