You've found a picture of the right car, but I think you mean "El trueno blanco" ("White Thunder") rather than "El trueno naranja" ("Orange Thunder")?
However, that's not its full name and neither does it have a Chevrolet engine, although that wasn't part of the question anyway..

I've found the owner/builder - Luis di Palma. One site tells me it's powered by Tornado, and another says Ford! Every site seems to call it  El Trueno Blanco or El Trueno Blanco de di Palma.

The Tornado was a 4-litre straight-6 from AMC.

Was the build year 1969? (My limited Spanish suggests that he worked in the Berta factory, and maybe the car was built there, but why are all these cars so alike in appearance??)

That may well be when it was commissioned and when they intended to race it but it must have taken longer to build than they thought..
It wasn't ready in 1969..

It's probably more that the same people were involved in a lot of the projects, and I suppose some people copied others too.  They are all identifiably Argentinian though!

The auto-translate feature isn't easy to access; they seem to like to keep it close to their chests..  My computer forgets about it from time to time and it takes our IT Support some time to get it back and working again, but when it does it's brilliant as every site appears to be in (pigeon) English!
