That's 2 questions!  ;D. It's not British, I don't know when the body was built, but the base car was in production from 1926 to about 1930.

Yes. One more point nearer to that dreaded 400 mark!

Actually I could find no information about the coachbuilder, but I did guess that it was a modern recreation - I will take your word for it, as Pur Sang would be the people who would create this style of car.

I think it was an idea by Pur Sang to build something which MAY have been built in period. Maybe ropat53 can tell us.

Pur Sang has become famous for it's Bugatti, Alfa Romeo and Mercedes SSK recreations but also make one-offs that look period correct but aren't replicas of any specific car, like this Itala and others that have been previously on Autopuzzles: http://www.autopuzzles.com/forum/index.php?topic=29873.msg355332#msg355332

The Blue Train may very well have inspired this creation, I remember seeing many pedal cars and scale models at their premises and one that stood out was a very large scale model of the Bentley Blue Train.
