It is based on an Alfa Giulietta Sprint from the 101 series (1959). 
However who build it is another question, it is claimed by Bertone, but not everybody (including myself) is sure about that.

Sami and Timo bought the car from Mr. Tamminen in 2005. Sami and TImo repaired it for normal every day usage. For the future it will be held as original as possible.”

That's it of course.
It's very professionally built so it's entirely believeable it could be Bertone; but what was it? A proposal for a new Giulietta Sprint, eventually entering production as the Giulia Sprint GT using Giugiaro's masterpiece of design?  That's what I assumed.

Bertone built a Giulietta Sprint restyling proposal, designed by Giugiaro, in the late 50s, taking inspiration from the new Alfa Romeo 2000. I have no pictures on the PC of this car, but it's totally different from the puzzle car.
The puzzle car has an odd mix of styling cues taken from different cars, but the general appearance is poor to be an original prototype. I'm 95% sure it's just a home-built project.

I wonder if the production date of 1960 refers to a standard car though and it has been re-bodied later, perhaps by a private individual?
That rear with its Kamm tail and spoiler really can't be 1960; it would be another year or two before such features actually appeared, first on cars like the Ferrari 250GTO.
