It's a soviet electric truck from 1973.  Maybe UAZ ?

It is a Soviet electric truck from earlier than 1973. But I give you a 24-hour lock to find the year and the designation (not UAZ)

It was from 1970, shown at a TV program with the name Soviet Tesla "Razrabotki Elektromobilei v CCCP" (Development of electric cars in the USSR).  It seems to have been designed by an institute named НИИАТ (Государственный научно-исследовательский институт автомобильного транспорта).  That's all I can tell.

A little closer, but not enough I guess : this a truck developed by the Electric Institute (ВНИИ электротранспорта).  I found two images, but I can't open them, having no access to this site and I can't read the legend when magnifying them.

VNIIEM - VNIIIT - NPO "Quantum" («Квант»)
The first electric cars on the asynchronous traction motor VNIIEM were made in collaboration with the Research Institute of Electric Kaliningrad in 1967-1970 years. These were two of the sample under the names of emo EMO 1 and 2. In parallel, the two prototypes built on the bases of UAZ-451 and UAZ-452.
