Well I haven't been able to find anything about this picture. The car on the left is a 1911 Maxwell Model AA or 1912 Maxwell Messenger and the car on the right is a Benz Velo.
Is Bill Harrah the passenger in the Maxwell and are the people in the Benz European?

though technically it was unlocked, no harm has been done. No connection to Bill Harrah, there are no European drivers in the picture and no Kennedy connection either

So it is unlocked now. The question is, who's going to find first the facts based on the now very obvious clues

In the Benz with top hat is Albert B. Garganigo and beside him is Ray "Otto" Basset.
"Ray Bassett liked to tinker with mechanical things and he liked to sit behind the steering wheel of a car to simulate driving. When Ray was in high school in Holden, he became a helper in what was to become the first privately owned antique auto museum in the country. His curiously took him to the picturesque Red Fox Farm, in nearby Princeton, Massachusetts after school hours and he developed a friendship with a gentleman known as A. B. (actually, Albert B. Garganigo). A. B. collected old cars and stored them at the Princeton farm"

The first VMCCA Auto Meet was held in September 1939 at the estate of John R. Macomber, "Raceland," in Framingham, Massachusetts. More than 75 veteran cars were exhibited and early motoring celebrities present included Freeland O. Stanley, Charles B. King, Fred Marriott, Ralph DePalma, and George Whitney.
