The 1952 Jaguar XK 120 "record car" made by Jaguar to beat the speed record set by Pegaso?
I would guess the picture was taken on the "The Quail, A Motorsports Gathering" in 2014 where it seems like the car was shown.

Is it a replica of the record car then (which was also known as the "Jabbeke Special")?

Norman Dewis was a brave man.  The bubble was screwed down and in the event of an accident he would have had great difficulty getting out.

He'd have managed somehow.  He's a very resourceful guy!
