Volkswagen Parati? If it is, the "when" is May 1982 for its introduction, though this particular model seems much closer to its retirement in 1994.

Yes, that's right, made by VW Brazil.
This is an early model from 1983.

Itīs a 1991-1994 model. The 1983 has another rear door and bumpers.
