Well that's the Arengo and I think that's Guy Arengo with the cars.
Another  of the  inexhaustable list of Formula 3 cars of the 1940s/50s, this one was built in Bristol.

Yes indeed. One of the first production F3 cars, if you can call 4 a production run. Usual JAP engine.
