That's the MHM formula 3 car built by Jock and James Moncrieff and D Henderson in Scotland in 1948. It's probably one of them driving it, but I can't say for sure.
It had a Triumph Speed Twin engine, unlike most other FIII cars of the day.

A very concise answer and another point to AL. It had a chassis based on a Fiat Topolino, just like the Cooper.
