to me it looks like a biscuter of some kind?

It is a Biscuter (Biscooter), yes.
I had hoped to be able to narrow it down to a model number but despite this image appearing an dozens of sites (including official Biscuter and Voisin sites) not one of them actually identifies exactly what it is..  It also seems to be the only image available of this particular model, so it may be some kind of prototype.

I'll give you the point and move it but there's another point available for whoever can give me its model number definitively.

This is a one off home rebodied Spanish Biscuter (Biscooter was the name given by Mr. Voisin for the french made prototipes). It keeps the platform, wheels, folding hood and windscreen of the original unit. Mostly sure the donor model was the 100 or the 200 depending of the material of the original body, aluminum or iron sheet. The original Biscuter was an ugly microcar but this is  still worse.
