We've discussed this car on other forums. I believe the final consensus was: 1948 Fiat 1100 B with spyder corsa body by Bertone, photographed at Lausanne, Switzerland in 1948. Previous sources had either identified the car as an 1100 E or the year as 1946, which make no sense in conjunction with one another. Here is another image:
