That is what it is, yes, though it looks different from any of the other pictures I've seen of them.  It seems bigger, for starters.
So I don't know if it's an early prototype or a proposed later development or what.  Maybe someone knows and can enlighten us?

In the meantime I'm giving you a point and calling it solved because you've given me all I know!

Don't get the International Towne Shopper mixed up with the Carter Town Shopper (http://www.autopuzzles.com/forum/2008-36/whaddyacallit-53-solved-1943-carter-town-shopper/). BTW, is it a repost then?

Well, I thought the Town Shopper and the Towne Shopper were essentially the same car, with the newer manufacturer taking over from where the original company had left off and an 'e' being added to the name to distinguish them.
The similarities to the two cars are too close for them not to have the same basis, although they do differ in various details.
But none of them look like this puzzle; as I said, I haven't been able to get to the bottom of exactly what this car is other than that I believe it to be a Carter Town Shopper dating from 1948, but that's not from an especially reliable source...
I don't think anything resembling this picture has been puzzled before, so that would mean it's not a re-post?

There's a few differences between the 1943 Carter Town Shopper and this one. I think it's not the same car

I did some research and apparently there were 2 models built. The advertising one, according to some sources is the second model
