A GAZ-24 Volga without its roof. If the modification is original rather than recent, then it was performed directly by the Red Army in order to use such cars during parades.

That is the basis car, yes, but you're a long way from its purpose.
You'll have to dig further to find out what it was used as.

This is the first project of ElContrabando custom studio from Saint-Petersburg. After a huge work, an old Russian car GAZ-24 (Volga) 1983 release becomes a unique Mexican style car ‘El Cabrio’ in skilful hands of the team together with EvilGaraGe tuning studio from the city of Krasnoyarsk. Being an embodiment of Mexican and American cultures, El Cabrio makes a big impression on Russian roads.
