I think I know who built this one, although I don't have 100 per cent proof.

Well, we had Peter Heitmann's 1958 VW special before: http://www.autopuzzles.com/forum/2013-42/peter-heitmann-vw-special-1958-one-off-conversion/ and it is a different car, as you can see when you look at the shape of the doors or the bootlid. But I am quite sure that the puzzle car must be an earlier attempt by Peter Heitmann, because there are far too many unique similarities. Most of all, both cars seem to carry the letters NAMTIEH at their front, an anagram of Heitmann's name.
