It is a 1952 DB-Panhard but that only answers 2 of the 3 questions..
I'll lock it for you though to answer the final question - who built it?

At that time they used to use Antem a lot, so my best guess would be Antem.

It's odd that the Frua coupe is very similar to this coupe, only the grille and wheel arch treatment appearing to be different. The only reference  I have found is that Chausson designed one of the early coupes - is this the one?

No, it wasn't Chausson.
Most of these cars look broadly similar but differ in grille shape, headlight position, windscreen and such details.

Gignoux/Gignoux were the racing team that won the 1952 Tour de France Automobile.  I have found an indication that 3 copies of this aluminum-bodied car were built.
