I believe it is the Steyr Puch U2 Prototype from 1954.

No, not too easy ..... I was knee deep in NSUs before the penny dropped that I had seen that photo before. I have a large collection of post war car photos, but I am lost after 1969. I am also retired so I may well go online at around 10am ........ but I cannot identify most of them.
