Looks like one of those proposals for the 1948 Cadillac line-up.

Edit: It seems like it was made by two designers referred to as Ned Nickles and R.H. Wieland after a little bit of searching.

Yes, a Cadillac proposal by Ned Nickles it is, though I have it as for the 1949 year rather than 1948 but we won't split hairs..
