That's a Guitolar VW from Uruguay.
It was a built by Horacio Torrendell Larravide for a friend in Porto Alegre in 1977. Power cames from a VW 1584cc (65hp) and was originally a Brasilian buggy.

That's the car, yes.
According to one site it was built in Montevideo from 1978 to 1984..  Strange how few pictures there are of it on the 'Net!
